Nina Jankowicz
Fulbright Public Policy Fellow to Ukraine 2016–2017
Nina Jankowicz, Co-Founder and CEO of The American Sunlight Project, is an internationally-recognized expert on disinformation and democratization, one of TIME magazine’s 100 Most Influential People in AI, and the author of two books: How to Lose the Information War (2020), which The New Yorker called “a persuasive new book on disinformation as a geopolitical strategy,” and How to Be A Woman Online (2022), an examination of online abuse and disinformation and tips for fighting back, which Publishers Weekly named “essential.” She has advised governments, international organizations, and tech companies, and testified before the U.S. Congress, and the UK, Canadian, and European Parliaments.
In 2022, Nina Jankowicz led the Disinformation Governance Board, an intra-agency best practices and coordination entity at the Department of Homeland Security. From 2017–2022, Nina has held fellowships at the Wilson Center, where she led accessible, actionable research about the effects of disinformation on women and freedom of expression around the world. She advised the Ukrainian Foreign Ministry on strategic communications under the auspices of a Fulbright-Clinton Public Policy Fellowship in 2016–2017. Early in her career, she managed democracy assistance programs to Russia and Belarus at the National Democratic Institute.
Volodymyr Dubovyk
Fulbright Visiting Scholar 2006–2007, 2016–2017
Volodymyr Dubovyk, Ph.D. is an Associate Professor, Department of International Relations and Director, Center for International Studies at Odesa I. I. Mechnikov National University. Areas of expertise: Ukraine’s foreign and security policies, Transatlantic Relations, U.S., Ukraine – U.S., Black Sea security, security studies. He has conducted research at the Kennan Institute, Woodrow Wilson International Center for Scholars (1997, 2006–2007), at the Center for International and Security Studies at the University of Maryland (2002), taught at the University of Washington (Seattle) in 2013, at St. Edwards University/University of Texas (Austin) in 2016–2017, and at the Fletcher School of Law and Diplomacy, Tufts University in 2022–2023. Volodymyr has been a Fulbright Scholar twice. He is the co-author of a book Ukraine and European Security (Macmillan, 1999) and has published numerous articles on U.S. – Ukraine relations, regional and international security, and Ukraine’s foreign policy.
Currently, in addition to his work in Odesa, Volodymyr Dubovyk is a Visiting Professor at the Catholic University Eichstatt and Ingolstadt and a Senior Fellow at the Center for European Policy Analysis.

Adrian Karmazyn
Fulbright U.S. Scholar to Ukraine, 2021–2022
Adrian Karmazyn is a former Ukrainian Service Chief at the Voice of America. As a journalist and broadcaster at VOA for 27 years (1987–2015), he covered international relations and life in the U.S. for a mass audience in Ukraine. After retiring from federal service, he worked as a Special Advisor for Strategic Communications and Development at the U.S. – Ukraine Foundation (2015–2020). He also served as a co-chair of the Transatlantic Task Force for Ukraine and organized briefings on Ukraine’s wartime needs in a year-long project for the Council on Foundations.
As a Fulbright U.S. Scholar 2021–2022, he taught U.S. politics at the Institute of Journalism, Taras Shevchenko National University of Kyiv. Concurrently, he also lectured at the history department’s American Studies program. Adrian is currently a contributing writer with The Ukrainian Weekly and continues to teach Ukrainian university students online.
