RULES FOR HANDLING EXPLOSIVE OBJECTS
Explosive objects should be understood as any devices, means, suspicious objects capable of exploding under certain conditions.
Explosive objects include:
Explosives are chemical compounds or mixtures capable under the influence of certain external actions (heating, shock, friction, explosion of another explosive device) to a rapid chemical transformation that spreads itself with the release of a large amount of energy and the formation of gases.
Ammunition is a single-use item of military equipment designed to impress the enemy's manpower:
- missile warheads;
- aviation bombs;
- artillery ammunition (shells, mines);
- engineering ammunition (anti-tank and anti-personnel mines);
- hand grenades;
- small arms ammunition (bullets for pistols, carbines, submachine guns, etc.).
Pyrotechnic means:
- cartridges (signal, lighting, imitation, special);
- explosive packages;
- firecrackers;
- rockets (lighting, signaling);
- grenades;
- smoke bombs.
Home-made explosive devices are devices in which at least one home-made design element is used:
- home-made mine traps;
- mini-surprises imitating household items, children's toys or things that attract attention.
Usually, when serial mines, shells, grenades are found, adults immediately call specialists who cordon off the area and neutralize dangerous finds. Children are another matter. Natural curiosity prompts them to dangerous experiments. Children put ammunition in a fire, test it for strength with blows, try to disassemble it, bring it home, to the yard, to school. That is why it is so important to explain the consequences of such actions, to teach the rules of behaviour in such situations.
If an explosive device is found, it is PROHIBITED:
- approach the object;
- move it or pick it up;
- discharge, throw, hit it;
- light a fire next to it or throw an object at it;
- bring the object home, to the yard, to the educational institution.
It is necessary to immediately inform the police, emergency services about the find!
One of the serious threats to modern society is terrorism. Most of these crimes are committed with the use of explosive devices. Often these are self-made, non-standard devices that are difficult to detect, neutralize or eliminate. Usually they are placed in ordinary briefcases, bags, cans, packages and then remain in crowded places. In this case, it is difficult to distinguish a bag with explosives from the same bag left by a forgetful citizen. Often, such mini-traps have a rather attractive appearance. There are known cases of their use in fountain pens, mobile phones, wallets, and children's toys.
Therefore, neglected items require special attention.
There are several signs that suggest that we are dealing with an explosive device.
You should pay attention to:
- cars parked near buildings, the owner of which is unknown or whose license plates are unfamiliar to residents, as well as when the car has been parked undisturbed for a long time;
- the presence of an antenna or wires connected to it in the found mechanism;
- sounds coming from the object (ticking of the clock, signals after a certain period of time), blinking of the indicator light;
- the presence of power sources on the mechanism or near it (batteries, accumulators, etc.);
- the presence of stretched wires or wires stretching from the mechanism for a long distance.
If an explosive device is found:
- immediately notify the on-duty services of internal affairs, civil protection;
- do not approach the object, do not touch or move it, do not allow other people to find it;
- stop all types of work in the area of detection of an explosive object;
- do not use radio communication devices, mobile phones (they can cause an explosion);
- wait for the arrival of specialists;
- indicate the place of discovery and inform the time of its discovery.
One should remember that demining, neutralization or destruction of explosive objects is carried out only by trained sapper specialists admitted to this type of work.
Once you are close to the explosion, curb your curiosity and do not try to get close to the epicenter to see or help rescuers. The best thing to do is to leave the dangerous place.
In addition, it is worth knowing that if explosive devices are installed maliciously, then they are often installed in pairs so that, some time after the explosion of the first one, a second explosion is heard. This is calculated on the fact that after the first explosion, people will gather at its place, including representatives of the security forces, and in the case of a second explosion, there will be many more victims.
SO:
- you should not do any manipulations with findings or suspicious objects that may turn out to be explosive devices;
- finding an item without an owner, you must contact a police officer or other official;
- you cannot touch the find;
- do not use mobile and radio communication near a suspicious find.
Characteristic features of explosive devices
Characteristic signs, indicating the possible presence of an explosive device, can be:
- detection of suitcases, packages, boxes and other items left unattended by their owners in public places (in particular, transport);
- receipt by the addressee of a postal item whose content or sender is unknown to him;
- the presence in the objects of a characteristic type of regular ammunition, training and simulation, signaling, lighting, pyrotechnic products or their elements;
- the presence of the sound of a working clock mechanism that can be heard from the object;
- presence in the object of the smell of gasoline, gas, solvent, fuel and lubricant, chemical materials, etc.;
- the presence of smoke coming from the object;
- the subject has elements that do not correspond to its direct purpose;
- unusually large mass of the object (for example: boxes of sweets, cans of coffee, books, notebooks, etc.);
- a non-standard means of manufacturing parcel containers;
- the presence of any foreign objects in the doors and windows (fixed wire, threads, levers, cords, etc.);
- the presence of extraneous garbage, violations of the ground cover on lawns, sidewalks in the absence of explanations regarding their occurrence from the relevant services.
