NOTE
The procedure for combating sabotage and terrorist acts in educational buildings and administrative buildings of the university
1. General Terms
1.1. Anti-sabotage and terrorist acts at the university are carried out with the aim of:
- prevent loss of people and material and technical means;
- exclude the influence of the results of sabotage and terrorist acts on the moral and psychological state of employees.
1.2. Possible sources of terrorism and sabotage at facilities:
- the actions of individual, radical extremists (groups) who entered the territory of the state under the guise of migrants (refugees) from neighbouring countries in order to hide from persecution for committing terrorist acts in their countries;
- contractual activity of organized criminal formations (criminal groups) aimed at destabilizing the situation in the region (district) in response to harsh forceful actions of law enforcement agencies or attempts to divert the attention of these agencies from themselves;
- actions of organized criminal groups in interaction with politicized structures of extremist orientation and participants of foreign terrorist formations;
- activation of the activities of anti-state forces to destabilize the situation in the state against the general background of the escalation of terror from neighbouring countries and under the guise of terrorists;
- the actions of individual fanatics, radicals, dissatisfied with the activities of the authorities, mentally ill (maniacs).
2. Actions of participants in the educational process of the university
2.1. In case of detection of objects similar to an explosive device on the university territory:
- in no case do not move the discovered object, ensure the isolation of its location with available improvised means;
- inform the guard on duty about the threat;
- after hearing the signal – a continuous call for 2-3 minutes (voice message of the notification system), stop all work, turn off devices, lights, shut off the water and gas supply taps and leave the educational or administrative building;
- upon the arrival of explosives specialists, promptly and accurately carry out all their recommendations and instructions.
2.2. In case of discovery of items similar to an explosive device outside the university:
- in no case do not move the discovered object, ensure the isolation of its location with available improvised means;
- immediately provide information about the discovered find, its location, time of discovery and the person who discovered:
Operative on duty of the Main Directorate of the National Police of Ukraine in the Chernivtsi region – call 102 or (0372) 59-14-02;
Operative on duty of the Office of the Security Service of Ukraine in the Chernivtsi region – call (0372) 52-43-15;
- quickly and accurately carry out all the recommendations of the explosive technician.
2.3. In case of receiving a notification about the mining of an educational or administrative building, the guard on duty gives a signal – a continuous call for 2-3 minutes (turns on the notification system).
After hearing the signal, you MUST:
- stop all work and educational activities, turn off devices, lights, shut off water and gas taps and leave the educational or administrative building;
- be at a safe distance from the building that corresponds to at least the height of the building;
- upon the arrival of explosives specialists, promptly and accurately carry out all their recommendations and instructions.
2.4. In case an explosion occurred in an educational or administrative building, it is NECESSARY:
- move carefully, do not touch damaged structures and exposed wires;
- do not use open flames in the destroyed premises due to the danger of gas explosion;
- in case of smoke in the room, protect the respiratory organs with a wet cloth.
If it is covered with wall fragments:
- try not to panic, breathe deeply and evenly, prepare to endure hunger and thirst;
- attract people's attention with your voice and knock.
If you are deep underground:
- move any metal object (ring, key, etc.) left and right to be detected by the metal detector. If possible, secure the ceiling and wait for help.
